A license is required for the operation of any escort bureau or service in the city. Notice to the neighborhood and a public hearing are required once an application is received. At the public hearing, neighbors and neighboring business owners may testify regarding the needs and desires of the neighborhood and the effect the business would have on the health, welfare, or morals of the neighborhood.
