2026 Professional Services Category On-Call Contracts FAQs (updated 4/11/2025)

GENERAL STATEMENT OF WORK

The 2026 Category Professional Services On-Call is a new procurement following the same category structure as the 2020 Category Professional Services contracts that expire January 14, 2026. Contracts will be used to provide planning and engineering professional services for DOTI. Following the same format as the 2020 Category Professional Services contracts, the scope of services has been separated into categories. Interested firms may submit on any/all categories. Selections will be made independently for each category.

What are the 2026 Professional Services Category On-Call Contracts?

The new 2026 professional services on-call contracts are going to be posted in early May 2025. The goal of the contracts is to establish and maintain a pool of qualified on-call consultants that can support DOTI’s wide range of capital projects and programs.

What were the 2020 categories and which firms were awarded contracts?

In 2020, there were 13 unique categories. For information on the categories and the current contract holders, please see the on-call contract list provided on our Do Business with DOTI website.

What are the 2026 Categories and the anticipated contract capacity?

There are anticipated to be 14 unique categories in the 2026 Professional Services Category On-Call Contracts. The following is a list of anticipated general categories of professional services that firms will be able to state interest in and submit their qualifications for one, or more, of the categories below, licensure and certifications align with the work, per typical industry standards, requirements, and expectations:

Are you guaranteed a specific amount of work if you are awarded a contract?

No. These contracts do not commit funds, nor do they guarantee any amount. The contract capacity will depend on the number of firms selected in each category. Additionally, these contracts are not an authorization of work. Authorization of work and commitment of funds are made through task orders on an as needed basis. For the 2020 contracts, 48 total firms were selected, and greater than 50% of the available capacity was used, which equated to approximately $100M in task orders. Most task orders for the on-call contracts were awarded based on a subsequent mini-selection process.

How many firms are going to be selected per category?

The exact number of firms per category will be decided by the selection committee during the procurement process.

How are small businesses included?

In 2020, DOTI worked with the Division of Small Business Opportunity (DSBO) to determine contract goals to ensure small business participation. DSBO supports the growth, capacity, and sustainability of small, disadvantaged, minority, and women-owned businesses. M/WBE firms need to receive their certification prior to the submittal date. The goals are in the table above.

Questions from Industry Day

DOTI hosted an industry event Tuesday, April 12 with over 160 participants attending both in-person and virtually. The team gave an update on the RFQ. These are the questions and responses for those unable to attend:

  1. Q: How are the RFPs issued?
    A: Via Bidnet
  2. Q: Will all categories be issued at the same time?
    A: Yes
  3. Q: What is an on-call contract?
    A: The City uses on-call contracts to set up master contracts to have a pool of qualified candidates in a given category of work. The City will then issue specific task orders to select from the pool of qualified candidates. The work will be performed in accordance with the master contract.
  4. Q: What is the submittal format?
    A: This will be clearly outlined, along with the selection criteria, in the RFQ documents.
  5. Q: How will communications be handled?
    A: There is a stand-alone category 11 - Strategic Communications & Public Engagement. Communication would also be considered part of the scope of services for other categories, please review the RFQ for scope details.
  6. Q: Should a communications firm submit on a category like category 1 - civil/roadway design?
    A: Firms should partner/team to perform the category scope, and the team should be able to meet the MWBE utilization targets.
  7. Q: Is MWBE the only designation being used?
    A: Yes
  8. Q: Is the category capacity a pool?
    A: Each selected firm will have a contract value. This value will be the anticipated total category capacity divided by the selected firms in that category. For instance, if category 3 selects 3 firms, each firm would have a contract value of $1M. (Note this is an example, the number of firms in each category has not been determined.)
  9. Q: Is there a chance for an amendment if we have exhausted our capacity?
    A: Yes. That would be determined in 2-3 years based on anticipated need.
  10. Q: If a MWBE sub graduates, does that still count towards the goal?
    A: Any task orders that are started prior to graduation still count towards the MWBE goal.
  11. Q: Are you penalized if you are a current Denver contract holder and are not meeting your goals?
    A: This may be weighted in selection.
  12. Q: Are all task orders time and materials not to exceed or are lump-sum task orders allowed/preferred?
    A: All task orders are time and materials with a not to exceed limit.
  13. Q: Have the selection committee members been finalized for all categories?
    A: The selection committee members are not going to be publicly released.
  14. Q: Under the contract, is there a maximum limit imposed to annual escalation for labor rates?
    A: The rates are NOT subject to annual escalation. The rates are fixed for the full term of the contract.
  15. Q: What if you are a MWBE certified prime? Do you need to still sub out work to meet the goal?
    A: If you are a MWBE prime and you are able to meet the MWBE goal amount without subs you do not need to sub out.
  16. Q: How many firms will be awarded per category?
    A: The exact number of firms will differ per category and will be determined during the selection process.
  17. Q: In 2020, each category submitted had a five-page limit (minus attachments). Are you anticipated the same page limitations?
    A: The exact requirements will be found in the RFQ.
  18. Q: What is the upper limit contract value for task orders?
    A: There is no upper limit value for individual task orders, but they cannot exceed the total amount in the master on-call contract.
  19. Q: Can you describe what type of team (i.e. Subs) you are looking for based on the past contracts?
    A: The 2020 list of teams that were successful can be found on the dashboard on www.denvergov.org/dobusinesswithdoti. This website also includes a link to DOTI's projects, which shows what types of scopes/projects are currently under design. Similar types of projects are anticipated in future years.
  20. Q: Have there been any changes to the requirements to eliminate duplicative requirements when responding to multiple categories?
    A: The final requirements are not yet determined and will be be published in the RFQ.
