Community Planning and Development conducts plan review and issues permits virtually through the e-permit system. All projects must apply and pay for permits online.

Instructions for submitting applications and files electronically are listed below, along with contact information for project-specific questions.

Cashier

All customers paying for a permit by credit card or bank transfer/electronic check are encouraged to pay online via e-permits. Payments can also be mailed to the office.

Refund requests, ISD requests, CORA payments, and payments for other needs unrelated to permitting will be processed by email, phone, or in-person Monday-Friday from 8 a.m. - 4 p.m.

Commercial Construction, Trade Permits ("walk-through"), and Simultaneous Building/Zoning Reviews

Permit applications can be submitted electronically through e-permits (denvergov.org/epermits) using the instructions below.

Start here:

Plans and documents created by an architect, engineer, or surveyor must bear their seal on each page and a valid electronic signature on the cover page of each file. 


 To upload plans in e-permits:

COVID-19 note: For projects that would have been reviewed in person at the permit counter, please select the "Commercial Walk-Through" checkbox on page 3 of your e-permits application to receive a faster review time. (What's eligible for commercial walk-through?)

  1. Register for an e-permits account.
  2. Once you've signed in, choose "Apply for a permit" under "Development Services." Screenshot of how to apply for a permit in e-permits
  3.  When prompted to select a permit type, use the following guide:
    • Quick permits 
      • This is for work that is not reviewed at the counter or by staff, and is only inspected in the field. Learn more.
    •  Submit building plans for review > Building Log
      • "Building log" is the correct choice for most projects.
      • Use this to upload all residential or commercial construction plans that would have been reviewed or submitted at the permit counter
      • Also use this to apply for simultaneous building and zoning reviews
    • Site planning 
      • Use these options for documents being submitted to a project coordinator during the site development plan (SDP) review process.

Commercial Zoning Permits

Permit applications can be submitted electronically through e-permits (denvergov.org/epermits) using the instructions below.

Start here:

To upload plans in e-permits:

  1. Register for an e-permits account.
  2. Once you've signed in, choose "Apply for a permit" under "Development Services." Screenshot of how to apply for a permit in e-permits
  3.  When prompted to select a permit type, use the following guide:
    • For both zoning and building permits, select "Building Log" instead of "Zoning Permit" to receive a simultaneous zoning and building review. 
    • For zoning permits only, select "Zoning Permit."

Follow the prompts to fill out the application and upload your PDF files.

Fire Permits

Use e-permits to apply for fire permits from the Denver Fire Department (e.g., fire suppression, low voltage & fire alarm, CO2 system install, etc.). 

  1. Go to www.denvergov.org/epermits. Familiarize yourself with the tutorials on the page and then enter the e-permits system.
    • New users: Register for an account.
    • Licensed contractors: Once your account is created, go to Account Management to add your contractor’s license to your e-permits account. You will then be able to quickly view your permits under Home > My Records.
  2. Go to the Development Services tab > Apply for a Permit.
  3. Select the appropriate fire permit from the list and follow the prompts.

 Resubmittals/Approved Plans:

If you need to submit additional information during plan review, go back to the Development Services tab in e-permits and search for your project, either by record number or address. Once on the correct record, go to Record Info > Attachments to add new documents.

Make sure to click “save” after uploading new/revised documents.

Approved plans will be available to download on the Attachments screen once the review is complete.

Homeowner Permits

COVID-19 Note: Homeowners obtaining permits in their name (instead of using a licensed contractor) can email a copy of their photo ID with their permit applications and plans, instead of coming into the permit counter to show the ID. We will process the permits and send you an email with instructions on how to use e-permits to pay for the permit. Once you pay online, the permit will be emailed to you.

Customers who need to take a homeowners' exam may do so at the contractor licensing counter Monday through Thursday from 8 a.m. - 3 p.m.

Resubmittals for a permit application already under review

Resubmittals must be made in the same format as the initial submittal. For example, if the initial submittal was submitted via e-permits, then the resubmittal must be submitted via e-permits. If the initial submittal was by email, please email the resubmittal.

  • Online through e-permits
    1. Sign into e-permits
    2. Go to "Home" > "My Records" to view your projects
    3. Select the appropriate record where you want to resubmit 
    4. On the record detail page, go to "Record Info" > "Attachments" to upload new/revised documents
    5. Make sure to click “save” after uploading
  • By email to PlanReview@denvergov.org 
    • Only projects that previously submitted plans via email prior to Jan. 1, 2020
    • For large files that cannot be sent as attachments, email a link to Dropbox, Google Drive, etc. where staff can download the files. The documents must be available to download without a password.
  • In person. 
    • This is ONLY for projects that were initially submitted as hard copies at the permit counter.
    • You can drop off the resubmittal at the permit counter as long as the Webb building is open to the public. You will see a drop-box at the entrance to the permit counter, and staff will contact you by email within 2-3 days to confirm receipt of the resubmittal.
    • Please make sure you have included good contact information in case our staff need to follow-up with questions.

Sewer Use & Drainage Permits (SUDP)

The SUDP application process has been combined with electronic building permit applications for a more streamlined submittal process and faster review times for many SUDP customers.

  • All SUDP reviews will now start automatically when a building permit application is received via e-permits (using the instructions above). At a minimum, please include a utility site plan showing the size, type, and location of water, storm sewer, and sanitary sewer lines (and any other SUDP plans/documents specific to your project) with your building plans to ensure a timely review. Please do not submit separately to SUDP – this includes projects that previously did not require a Building Log (i.e., floodplain only, state permitted buildings, etc.).
  • Use e-permits to resubmit plans! 
    • Sign in to view previously logged projects in My Records.
    • Click on the appropriate LOG record > Record Info > Attachments to add additional documents. 
    • Make sure to click “save” after uploading new/revised documents.

Single-family homes and duplexes

Site Planning and Related Reviews

PLEASE NOTE: e-plan (the EFT site) is no longer available. If you need access to project files saved in e-plan, please email development.services@denvergov.org. Online submittals have moved to e-permits. Keep reading for instructions on uploading documents through e-permits.

  • Register for an account on  e-permits
  • To submit files, go to Development Services > Apply for a permit.
  • Select the appropriate Site Planning option, depending on what you are submitting. (To apply for building or SUDP permits, use the above instructions.)
  • Follow the prompts to submit contact information, project details, and upload site planning documents.

 Use e-permits to resubmit plans for any current project!

  • Sign in to view previously logged projects in My Records.
  • Click on the appropriate record > Record Info > Attachments to add additional documents. 
  • Make sure to click “save” after uploading new/revised documents.

To resubmit plans for projects initially submitted via email or the old e-plan/EFT site, email Development.Services@denvergov.org with the email address associated with your e-permits account and the projects where you would like to resubmit. You will receive a confirmation email verifying that your e-permits account has been associated with the projects. Then, follow the above instructions.
